Article Organizational Problems of Faith Missioned Establishments as Public Institution or RNGOS in Secular Countries and Model Proposal Particular to Turkey(Ankara Haci Bayram Veli University, 2025) Doğan, H.B.; Akdemir, A.Even in societies where the principle of secularism is adopted, state-religion relations and the institutional structures of faith-based organizations (FBOs) can exhibit significant differences and tensions. This study examines, from a management and organization perspective, a fundamental organizational problematic arising within the framework of Turkey’s specific practice of secularism: on the one hand, the central position of the Directorate of Religious Affairs (DİB), which represents Sunni Islam under state control and funding, and on the other hand, the organizational forms of other faith groups, primarily Alevis, who largely operate with nongovernmental organization (NGO) status, struggling with recognition and resource challenges. The main aim of the research is to analyze the origins of this institutional asymmetry, its current functioning, and the problems it creates from the perspectives of different sociological groups (Alevi Faith Leaders, Alevi Institutional Managers, Academics, Intellectuals, Politicians), to compare it with international models, and to develop recommendations for a more just and pluralistic organizational model in the Turkish context. The study employed a sequential explanatory mixed-methods design; in the first phase, in-depth interviews were conducted with 40 participants (8 from each of the 5 groups), and in the second phase, a 14-dimensional (247-item) scale developed from the qualitative findings was administered to the same 40 participants, and differences in views between groups were tested using ANOVA. Findings reveal a widespread perception that the DİB’s current structure conflicts with the principles of secularism and equality, while Alevi NGOs face serious legitimacy, resource, and institutionalization challenges. ANOVA results showed statistically significant differences between the groups regarding issues such as the perception of historical problems, ideal organizational principles, DİB’s partiality, Alevi representation, and the Cem University project; the distinct perspectives of the Academic group compared to others were particularly noteworthy. In light of the critique of existing models, the study proposes an autonomous and pluralistic representation mechanism centered around Alevi Faith Leaders (Alevi Islamic Representative Assembly - AİTM). The findings contribute to the literature on state-religion relations, FBO governance, institutional environments, and minority rights in Turkey, and provide significant implications for policymakers towards establishing a more egalitarian religious governance model. © Creative Commons Attribution-NonCommercial 4.0 International (CC BY-NC 4.0)
